Turn the key and may crank, release the key and all lights are on but will not crank. Thus the fuel pump was just sucking air on hills or when the tank get low. If you have voltage there you may have a bad relay. If I remember right, with the bike not running and the key set to run, you can push the starter relay switch and hold with the bike in gear and the clutch out. If the pump is faulty there will be a "Low fuel pressure" problem. Jeep dealer wants to replace the fuel pump. the relay you are looking for is about 1& 1/4 inch diameter square top and about 3 & 1/2 inches long. In older cars like my '64 MGB, the fuel pump starts as soon as you turn the key in order to prime the carbs.
